The Urgency
A key challenge for scholars concerns longer‐term structural changes in modern governance. Meanwhile, the ability to formulate policies quickly and accurately is hampered by various structural problems such as insufficient institutional capacity, budgets, accountability, and digitalization that hinder the acceleration of government work.
Most urgently, more research, collaboration, and discussion of scholars are needed into governance mechanisms that will enhance the resilience of government in responding to the dynamic era. In line with this, the role of higher education institutions, as part of “the Penta helix” in the fields of innovation, governance, and development scopes becomes crucial, particularly in the context of conducting scientific studies in various scientific fields as policy inputs and recommendations as responses of the agile governance.
